Sadly, i would say bold NO to android version as i don't have capacity to prepare proper build for android (not just export usigned .apk as it is)
Do you have troubles with playing web version mobile? It's running pretty smoothly on my S21 FE.
Everglow is pretty short and complete experience which can be done in one sitting, so i don't think it's worth to have it sitting as waste space on your smartphone.

Is tabletop roleplaying game mean rules for session based game like Munchkin or Azul or it can be a roleplaying system like Mothership or Dungeons Worlds?
Are multi page submissions ok? You mentioned above 1 page jam and i'm wondering if there is not only min of 1 page per submission but also max implied for this jam.
Can it be module for existing roleplaying system like Pound of flesh for Mothership?
How entries will be judged?
Is black and white only submissions ok?
