Can you add text to speech for the blind people or sound effects so that we know where things are ?

If I make A VN with it we'll blind people be able to use it? and I am blind myself is it usable for me ?

They said it shows at the end of a dialogue or something in the game but when they want to send you an e-mail it says address not found so please can you give me the correct e-mail so that I give that person .
