The reason is so that the player can form a strategy, and decide on which characters to invest his time and efforts.

This is because the new files do not contain your save file, you can move your old file to the new version, but this may cause compatibility problems, being a game in constant update, it is always advisable to start a game from the beginning. 

If your old save file causes errors, it is advisable to start with a new game.
