Would you be willing to let these images be added to some software for document creation to allow users to easily find and use them, but not easily download them? I wouldn't be reselling them, but they would be hosted on my server and not made available for download, but selectable through a search interface and imported into the document they're working on. The CC-BY license obviously would still apply and attribution would be easily added by the software.
Your license says no redistribution. Would you allow these images to be made available within software for people to use while creating their own content? It would technically be redistribution, but not as a download... rather as assets to be including in document production.
If so, do you require attribution? How would you like to be attributed?
