P.S. я идиот. прочитал ошибку которую сам же сюда вписал. оказывается не хватало файла "dwmapi.dll" в директории "C:\Users\admin\AppData\Roaming\Thunderstore Mod Manager\DataFolder\VotV\cache\Thunderstore-unreal_shimloader\1.0.6". не знаю что это, но нашел на гитхабе, скачал, засунул и мод с зависимостями установились. ура
