First of all thanks for the feedback! The use case of mountains is really not that obvious..

The mountain tile helps indirectly by neutralizing potentially harmful tiles. My 3 use cases are: "spot a tile where a city could pop up next turn and neutralize it", "stop a city from spreading by neutralizing the forest tiles around it" and "spend 1 cash to neutralize a savanna which would cost you 1 cash per turn". I actually only intended the first case and wanted the player to also have this AHA moment while optimizing  their strategies as I did while testing.

My best run

Actually expanding lakes and rivers were the initial thought of the project but I didn't know how to balance the game to encourage them. Turns out it's a viable starting strategy. I was able to get my best run from 13 to 12. Thanks for giving me strategies for my own game! :D

Thank you for those nice words. I didn't really plan to continue the project afterwards, but your idea of smaller levels and actually using the mechanic in more planned puzzles seems like a really good idea. So I might continue.

I really like your game too. I didn't realize I can destroy stuff until I touched a skyscraper with my crowd. :D
