The quest section on your phone should have some hints if you've talked to Sam

I had this problem and I think it's because I tried to unlock all the characters at once and another quest required me to talk to Zelda but it may just be bugged in the 1.19 release

Hourly pay depending on your sex level I think

If you skip time or adjust your hours while talking to her you can still be talking to her when your shop is closed, it won't exit the dialogue. Not sure if this is intended but it worked for me!
