When I try to open I Rule it shows me a screen saying windows protected your pc I click run anyway but then nothing opens.

Im so confused on how to mod this. I keep doing research but videos only show the mod off, or how to get mods on mobile. I cant find out how to get mods on PC, can anyone help me?
