To restore smithy you must have anvil. But to have anvil I must have a skill that I didn't. (Skill training complete)

In Rusty Valley I dont have options... :(

I have to repair the Forge and the Dock but the missing object of the quests is guarded by a wofian and I can't beat him because I don't have a necessary skill. 

What should I do?

I have to unlock the library? But there is no option....
