I dont know if this will help, but in my playthrough I got the prioritize the public choice and did: do not reveal to Kham nor the nobility, didn't exclude the public to the Crowning ceremony, threw both the nobility and the public extra celebrations, and I don't know if this is relevant, but I defended the artists at the banquet.

In my playthrough, I gave both the public and nobility extra celebration and I still got the prioritize the public choice. As long as you don't reveal to Kham and to the nobles, I think you will be able to get that choice. 

Can anybody help me with R's route? No matter what I try, my relationship with them at the start of chapter 9 is always "Your relationship has been unsteady lately." Is that on purpose, as in at the start of chapter 9 your relationship with them will always be like that, or am I missing something?
