With the last dev log showing as almost a year old now (march of 2024) i was curious if this is still being developed and the updates just arent showing properly, or if the creator has moved on.

I second this. I tend to chat with my discord while streaming on twitch and it's odd to have the mouth move but no one in my stream hears me. I have 2 separate PTT buttons, one for discord, one for streaming.
