I had this same problem at first but all you have to do is click in it and then just move tour mouse slowly it will not work if you do it quickly and remember to not hold down the button while you move it click once when you have it in the position that you want it.

and you should cut of that blob of growth you tree will be more happy if you do.

you need to increas the in tree water. (the red line)
