I just tried using person tools that I'd use at work and the coding for the game is the issue. However I'm not going to mess with it.

To the person who said that the game works through joiplay, You're not telling the truth. I tried it on both apple and android devices and even installed my own plugins. 

the game itself loads up like any other game, the ui and characters are fine. It's the texture pack itself that doesn't show up and makes it impossible to move past the first area. 

For some reason ( I don't know what the code is for the game because I haven't seen it) but the devices don't read that part of the information.
