I have the same feeling about her notable lack of mental maturity, but hey, I got a tonne of downvotes when I mentioned that way back when I first played this, so I guess we gotta come to terms with it or something :P I like your idea of having more of a parent relationship to her, but I imagine the game's developed too far along a different route with her to change it now. Would be nice though.
This helpful list from simply clicking the Patreon link says - not exactly. You apparently get more shop items, cheat codes, and early access, but no new events or scenes.
Download, move saves over to new version, delete old version. Edit: I have now been informed this is no longer necessary - simply run the new version and it will update over the old one, apparently :D
There are no voices in the game (currently at least, though it's unlikely they'll be added) Yes, there's a setting for that, it's a default part the RenPy engine.
If on PC, run the "exe" (executable, sometimes "application") file. I don't know for mobile - I vaguely recall a RenPy app that runs them, but that was years ago in another community. If that's changed, another commenter can help.
They've pretty consistently been the 7th of each month, barring health or other issues. Although with Christmas and New Year's, likely some delay, we'll see.
If by "ID to pass saved data" you mean how to keep your saves, simply don't delete them. On PC, simply download and play, you can delete the old file. On mobile, download the update, move your saves into it, then delete the old file.

If you're on PC, just download and play, the saves should be there. (RenPy games tend to create a backup saves folder in your computer's AppData folder, though I think this game doesn't, at least last I checked). I don't play on mobile, but I suppose the same advice for both versions - download new version without deleting the old. Mobile you should probably move saves over before deleting the old, PC I think you can just delete it.
