Install the dlc first and open it. It should direct you to a screen showing that you have successfully installed the dlc. After that, install the base game again and check the dlc info icon on the top left. I hope this works!

In order to propose to Cove at the end of Step 3 you need to have the Step 3 DLC, specifically you need to have played the Reflection moment. During that moment ask Cove what his views on marriage are. Just everytime the word marriage comes up you need to hit that option and be positive about it.
And yes, you need to be in love. Don't forget to choose at the start of Step 3 to tell Lee that you're in love with him but haven't admitted it yet.
If you don't have the Step 3 DLC, no worries! You can still propose to Cove yourself in Step 4. Don't have Cove as a fiance, but express a desire to be committed to him someday. Choose to make preparations for your proposal on the second day, this will prompt a dialogue option later in the night to have a proposal in Sunset Bird, which requires you to sneak out. Then finally, all you need to do is actually propose to him on the last day.
On my nth playthrough I spent the whole game pining after Cove, entered a relationship with him in Step 4 and proposed to him the very next day. I nearly died laughing at everyone's flabbergasted reactions, especially Liz's, when they heard the news! Oh my god GB Patch thank you so much for creating this masterpiece!! I really enjoyed spending time with everyone, especially Cove, and having my chaotic MC wreck havoc as much as possible

Can I just say that I regret not finding this game earlier!! Never have I ever relate much to a character in a visual novel before, much less her situation. All my life I thought I am the strange one out whenever my friends talk about their crushes or their bf/gf/partners, and I have nothing to contribute because I never felt physical and/or romantic attraction towards others before. Everyone tells me that I am just a late-bloomer or "you will know once you meet them", but I know deep down that its not it. I tried fitting in, but it just made me uncomfortable and more unsure of myself. Especially when my family and peers keep telling me that I'm not going to find a lifelong partner at the rate I'm going. Seeing Manami, her story and her friends validating her being (spoiler!) aro/ace really warms my heart. "It's okay, that's also normal" - these are just the words I've always wanted see/hear as an aro/ace, that what I am is normal too. And that even if we're aro/ace, we can find meaningful relationships too in friendships and platonic love.
Oh wow I really rambled my life story there hahaha, anyways thanks for making this game! I'll be sure to recommend this out!

Is this perhaps the error you have mentioned? This is on android btw.
I love this game! You guys rock, this is the first game that made me buy the DLCs immediately--I really enjoyed having my MC grow up with Cove, not to mention the wholesome family moments (Pam and Noelani are couple goals!) . Also I can relate with Elizabeth about being adopted, knowing you could've had another life so different from your present is sad yet mystifying...
I also want to report what I think is a bug, in Step 2 moment Family there was the part where the moms and Lee left Cove and my MC alone to talk, but the next line after that is a repeat (but without Lee this time). It's really minor, don't worry, it just kinda...bugged me :) (okay imma show myself out)
