How do I complete Consultant's Job Level 1 secondary event? I already have Nami's Love Level 2 event completed but the Consultant only offers her services.

I have Nami's love level at 3 but the clothing store isn't available for me on the map to visit the consultant at night/midnight, am I missing something?
