Draws sketch > put on AI > AI makes picture alife.

Developer would use AI to its fullest if his PC could handle the work.

So instead of Drawing movement for movement like any 80-90 and early 2000 Animationstudio.  He decided to make his life easier by feeding the AI with his sketches.  The AI does the Movement for him. 

He would have fully committed into AI if his PC could handle.

Or would do Full Animations like modern studios but  its not time effiecient

If not mistaken. This game exist on Google play/ app store. Should solve your problem. Maybe i am confusing because of the game stein but there cant be many that many developers who had same idea about literally rocks
