rife-ncnn-vulkan is CLI, you gotta use it from a terminal.
While wine is the easiest way to run windows apps, flowframes requires certain stuff that is mostly windows only, therefore running it through wine might not be the best idea though still worth a try

Try installing the .whl manually

You have to install python and its dependencies to make it work.
The current python that is packed with the app doesn't support the 3000 series.
You could also join his patreon, as far as I know, the newest versions are packed with a compatible python

Those speeds are normal for the NCNN engine, though in v18 they are getting a bit faster.

Don't expect getting to CUDA speeds though
