You have to enable three powerboxes in the factory, and then open up the taped up door for 1000$, all in all, you need about 2050 dollars to be able to purchase the door, and then 1000 more to actually open it. This progression type is also on the shack as well. Only the Z1 and Z2 will spawn until you open the first door.

I've had the same issue as well. I can't find any work around, and even running a debug version of the game I found, or reinstalling it completely doesn't work. Perhaps it's a driver thing or something?
