Probably it will take few months before we get another update.

It's implemented already, wait until midnight and go to the ruins.
But keep on mind it doesnt work if you wait in the ruins

Try running the game as administrator and run the program in compatibility mode with Windows 7 or 8. (Right Click the Executable -> Properties -> "Compatibility" Tab -> "Run this program in compatibility mode with:" -> Choose Windows 7 or 8)

For this quest you need to TALK to the three merchants in the market (Yinna, Maria, Granny) and complete their requests. Then, the last 2 clues are found talking with Rebecca in the evening (Market's Park) and Luna at night (Market's Entrance).
