No. They still gotta comply with the laws, whether or not the content is translated into another language. the only reason you might see a work uncensored that was originally from Japan is that a non-Japanese company like Fakku gets the distribution rights and they might receive the artist's original editing files (think like PSD file) that allows them to remove the censorship or they use a program to do it.
