I don't have a current save, but if I recall correctly you need to speak to Logan and possibly other Bareshade residents to unlock the worksite at the Forest Path. Go check everyone in Bareshade and see.

What exactly do you mean when you say you are having trouble triggering the event? Did you take Ste to Bareshade? Is the event in your event log? Did you check with the Bareshade residents? I don't have a current save, but if I recall correctly you need to speak to Logan and possibly other Bareshade residents to unlock the worksite at the Forest Path. The max likes with Harold depend on if you top him or bottom for him (higher Brave or Lewd fame). The overall max seems to be 36, if you bottom for him.
Hyao has changed the fame designations to Brave and Lewd. The highest Lewd score in Bareshade is 17. You must NOT "Relax" at the Tavern until your Lewd fame is exactly 15. When you do, there is a high random chance you will get 2 points if you give in to the Drunkard (it appears to be a first time and one time only event, best I can tell).
If you do this at 14 points or below you will stop at 16. If you do this at 16 you will get no more points, If you do it at exactly 15 points you will get 17 points.
There is no real benefit to getting 17 points, 16 will keep your Lewd fame higher than your Brave fame, so far.
Things that raise either your bitch fame or hero fame after you first encounter Rhot and find the temple, and depending on the choices you make, include:
1. finding the missing acolytes
2. training with the warriors
3. sparring with the warriors
4. offering relief to the warriors
5. talking to Xeroth about how things are going
6. attending the celebration at the end of the Lizard's Treasure event
7. relaxing in the waterfall
There are no interactions I know to lower you fame at all.
Bernard does not appreciate it if you use a Love Potion on him for sure.
Feliar and Xeroth both seem to appreciate it when you use a Love Potion, and everyone else seems not to care or remember.
That does not mean future updates may not include some sort of penalty for using Love Potions on any character, even previously, so proceed with caution.

Clarification: you can feed them even if they are at 100%, force feed them basically. It has never caused any problems for me and it does unlock skills for training. It's almost certainly the likes since the are 100% energy long before the likes stop increasing at 26.
You can also increase likes by naming the pets again and again, same name is fine, you can get to the max (50 likes) doing this, again it has never caused me any problems.
So you have a positive reputation with the wolves for sure, how much have you fed the pets? You can keep feeding them to 26 likes, and some of the skills don't unlock until you have fed them enough/gotten enough likes. Not sure which since I always just feed them til they stop "liking" it and all the skills are unlocked for training.
That's a good progression!
It would be a heck of a twist if Logan was the Alpha, he sure doesn't look the same as the supposed Alpha we meet in the Den. But anything is possible.
My personal obsession is with why a simple shopkeeper wears such an unusual metal gauntlet with what sure looks like glowing yellow and green gems.
And was the tentacle demon telling the truth that we already met the shapeshifter...?

New hearts, so far, come from new interactions available in the updates. So you should not have to restart the game to get them. But you might have to go back and do some things with the character you haven't done yet to meet all the requirements.
For example, to get Logan's 2nd heart you have to have asked him about his work and helped him with it at least once (among all the other requirements). That interaction has been around since at least .30 when I started, but only you know if you have done it or not. It should not be too late to do it if you haven't.
Go Home and study about the sickness in your notebook. You will learn Spectral Sirup (the cure) and you will see a description for Heat Occisia, an ingredient you have to craft first to make Spectral Sirup.
If you cannot figure out Heat Occisia from the vague description in your notebook you can visit Othra the lizard priestess in the Ruin. Talk to her and you will learn the recipe.
Craft Heat Occisia then craft Spectral Sirup, then visit the shopkeeper and give him the medicine.
You will need to Check nearby area until you find it. The task is multi-part, it starts with this:
You will need to keep checking as you see more and more of the girl and the wolves (my best recall is there are 4 more encounters after this one), then you will need to keep checking until you find the pendant.
Did you find the Girl's Pendant in the Forest? Did you ask Harold about it? That unlocks Logan in the Sawmill.
Did the bandits attack Bareshade? You can't unlock the Bandits Camp until they do. I never missed unlocking Logan, but I am betting you can't even get the attack until Logan is unlocked (he plays a key role in the Bandits Camp event).
You need to build a workshop to make a torch, or you need 5 glowshrooms in your inventory then you can ask the Day Witch OR Othra about a way to light up the dark. Choose carefully, you can only talk to one of them then the option disappears from the other one, and they have two different amulets with different properties (though both will let you explore the underground).
