Nevermind, I got it. It really was impossible according to the rules of the game as I understood them. After I realized this, then I concluded that I must be mistaken about the rules in some way.

Is level 37 even possible?

Thanks. Sorry it doesn't have much of an ending. I figured most people wouldn't make it that far. Now that I think about it, I should have made sure that the few people who made it to the ending got a nice reward.
