You need enough love (or whatever its called) points to unlock. I went all the way back to beach ep just to get more points with Miharu. Thats how I unlocked it.
Just finished 0.3 and all I can say is.... Peak! Please don't stop cooking, you are onto something here! Scenes with Jake Hill and Do Not Resurrect were the hardest.
