Thank you for helping me with this. 

I have:

1) Made sure my SteamVR as OpenXR Runtime

2) In my headset I am linked to Steam VR and start the game from my PC  from Steam and I got the fatal error message

3) I deleted the game reinstalled  using the same method above and still got the error message again 

I had no issues when I tried the demo on Steam

Sorry I should have been more clear. I purchased this on Steam--NO APK File or Obb in the Steam File

I tried the demo on Steam and it worked but when I bought the game it didn't
