As the title says, i've found that Kerfur-O gets stuck in their way to Tango in that spot (image below). Changing to manual to unstuck them just restarts the get_reports route, and then they stuck again
My suggestion is inserting a staircase in that spot (and sorry if i've made a grammatical mistake, i'm not an english speaker)
