The scores in this version are messed up and I don't have the source code anymore. I wish to continue this project in the future, but most likely the game will be rewritten to be much cleaner.

You can submit it as a document (pdf, odf, docx, ect.), a Polyglot file (.pgd), or any other format you feel works.
I don't think you get the point of this jam. It is not for making games, it is for making languages.

If you have to pick one, probably Windows or Web because those are the ones most people can use.
you might not want to use scratch, use something like godot online editor or tic-80 (free, online PICO-8 clone)
This reminds me a lot of jetpack joyride...
