Must of got removed, there are a few thing other you can target as well; Alpha, chair and iirc A1 to A3, and few others with similar names. Basically you can target any of the servers at base, you just need to know their names.

There needs to be a Futa, that has reach 100 heat. They'll go screw someone during the day transition, like how they 'attack' you when they reach 100 heat. As all what that permit really does, is allow Futas to screw other characters that aren't you.
