22 level 3s are too much because it probably means you will won't have much to play mid game (level 1 and 2) and build any stock to play those 3s. Deck builds can vary for different strategies but typically for any deck, even those that revolve around revealing level 1s or higher, will run 17-20 level 0s, 8-12 level 1s and level 2s and 3s are dependent on your late-game plan (most of the time your cxcombo cards).

You can definitely play with less than 8 cxs but I assume you would lose more games without 8 cxs in your deck for alot of reasons, obvious ones are less cx combos and less damage getting cancelled which means you lose faster. What you can do to help get cx cards out of your left hand side(stock) is to pay them out with card abilities that cost you left hand side cards to play before they get too deep into the pile. 

Thanks to different cxs, they're many good decks with different strategies you can try out, the one I've been playing alot in sim and locals is 12 standby Tokyo Revengers. Tonnes of fun and really good to play thanks to fast board set-ups and great finisher.
