Because steam changes policy and doesnt enforce everyone sticking to the same thing. Its arbitrary and sometimes you get an asshole during submissions.
Nice concept except for the non controllable patrol route. I got down to 2 enemies left and after 10 minutes they never managed to cross onto the screen.
