I use gamemaker studio and roblox studio. If you don't play roblox or aren't interested in doing a multiplayer game I'd suggest starting on game maker. It's good for beginners but powerful enough to make professional 2D games. It's free on Steam.

These are great but I don't understand why you sized them like this. I'd expect the icons and spacing to be a multiple of 100 to make it easier to work with 

These are amazing, can't wait to get them in my game!
