I'm not the person who created this but the rules don't say anything about needing enemies, just that you need to incorporate the Dreamcore theme. Yume Nikki is one of the best examples of a Dreamcore/Weirdcore game and that doesn't have any enemies (except for in like, one area), you do whatever you think works with your idea :3
