I am afraid I do not have a bestiary or antagonist book, that is still in progress at this time.
In the demon rules, however, there are some rules I started for generating Seraphim and Sorcerers which are the primary antagonists to the Demons. You can use the base mortal World of Darkness rules to make those as antagonists.

Yeah, you come up with your own Milestones (or modify the examples in the book). This helps match up to other player characters plots too.
Basically everyone comes up with Milestones, then ST makes a full plot out of those plus whatever else drama they want to add.
Same goes for SFX and Limits. I have examples of them in the book all over, but they are just suggestions and in some cases need customization anyway.

And we will probably have a much more detailed change list in place here soon. Most of the massive sweeping changes are done. We are just down to fine tuning.
Play test as Celestial Exalted is underway now. Dragon Blooded and Cultivation play tests are still a ways out. So if you or anyone else has feedback on those areas, feel free to let us know - it helps a bunch!

We are testing the long form gameplay right now (started two months ago, and are going along.) So far the system does not give out XP fast, so if you like lots of drama and long adventures between big xp bumps, you can get 0-to hero feel for sure.
We are not yet testing playing as the Cultivation characters, so there are likely a few wrinkles there to sort out. One thing we have seen is that this system is fairly brutal for mortals.

I have a person on my team who is from Rio. So they are helping me add in all of the Brazil content. We have soooo much to capture there, that much of it is in a giant notes file I have not yet gotten into the game. Other stuff is just for the game we are running, and so people would have to create their own Rio locations and NPCs. The game overall will not be translated to Portuguese. But is someone else wanted to, I could run it through google translate and let a Portuguese speak go fix the issues (to hopefully cut down translate effort maybe??)
Yes! the City of Mist tags format allow us to have any style of Changeling we want. So we don't need a huge list of Seemings and Kiths. You want a "Darkling? A Redcap?" no problem, just pick tags and mystery that describes the look and feel of the changeling you want, and all of the current core Seemings and Kiths are themed to fit anything a player would want. (our game has big bad cerberus wolf, a roman statue, and a mer-shark as the player character changelings. I will post their character sheets up as examples.)
upcoming next are going to be our Court updates and a few more Rio location updates for "magical aspects of Rio"
Side note, since my Rio friend is Carioca, he jokes and says "São Paulo has no changelings because that place is too business and has lost all its magic" - a little city vs city rivalry, lol.

I think expanding on factions and NPC generation would be huge help! Your city guide is a great setting already.
Factions + Faction Moves maybe? (from your lore of course)
NPCs done largely same format as your city sectors (maybe even to highlight themes/lore of each sector with an 'typical' NPC ?)

I bought this game a while back and I can't tell you how much we love it! It's a perfect light pbta hack that lets my player(s) be anything from foxy people to anthro foxes. It plays fast, fun and if you lean into the drama - crates a series of memorable adventures that feel a lot like Studio Ghibli movies.
