It's increasingly sounding like a bug, we've been working to stabilize and support quests more for the upcoming content.

Does a UI popup at all saying Quest complete?

If YES: Then you'll get more information after going to talk to Tia after wrapping up

If NO: Then it might just be a bug if you don't get the Quest complete UI
