I'm running this at full 60fps on a potato PC with Intel UHD Graphics 610 (Intel Pentium Gold G5400). Could be worth checking to make sure that Windows Defender or another AV isn't interrupting the game.

Ditto, I use Itch to keep my RetroArch installation and cores up-to-date, and this latest release has pretty much destroyed my installation. The RetroArch installation doesn't extract properly, and the cores don't extract at all (just a 7z folder sitting in the install location).
