It's supposed to give you an option to ask for it when you ask for a drink from the bartender but for some reason it's not working but according to the patreon changes its supposed to be fixed later
You need to talk to fawn Lin Lin Arleen and you need to conplete most of the fawn and Cassie routes if it doesn't work look all other the new ark city area for any characters with a name (rinny and other NPC's not in that general area are useless for this)
Just as a theory it could work like the living underwear and the flute with a vibrator that doesn't work on it's own and a remote then you use the remote kind of like the flute and choose a setting and each one gives different intervals
