I have a Nvidia GeForce 1050, with an 8th Generation Intel Core i5 and 32 GB of RAM

It's odd because I'm able to play a graphics intensive game like Black Desert smoothly, but, it's not necessarily lag per say---

right when you're dropped in from the start after starting the application, it's constant.

One theory I have(but I am unsure of because I haven't fully messed around with the combat) is that there is a mechanic within the combat, say like a finisher that would temporarily trigger slow motion for a few seconds, yet it's being triggered constantly.

TL:DR, everything is moving is slow motion constantly haha, but it's definitely not lag

I have a pretty decent rig and for some reason the game moves in slow motion?

Like it's not lagging or jittery but the movement and everything else is slowed down? I can record an example if you need a visual reference
