I think I've found a rough equilibrium at 63 houses, 12 coal plants and 25 wind turbines. Took me some time to figure it out, but I enjoyed it. Mouse inputs are a headache, I feel that.
Nice touch with the font being loosely similar to Nordic runes, sticking with the thunder theme.
