Clicking on Download gets you the file "Maple County.zip" (Windows doesn't show the extensions by default) it's a compressed "zip" folder.
Decompress it by right click it and select "Extract to..." or something similar.
Then from your new uncompressed "normal" folder launch "Maple County.exe"
