Yeah, Logan will only visit if you have a home in Bareshade (acquired from the expansion event) 

I believe u have to mess around w/ wolves to get a good relationship w/ them and then the option will pop up.

Logan: Complete the bareshade expansion and road events, go to the bar w/ high bandit morale to see the "clash w/ barrel" event, then stay at your place in town at night and he'll show up eventually. After that reject his advances and grab his hand when he tries leaving in the morning. 

Bernard: Watch fireworks w/ him at the fair and accept the confession.

U go off on him no matter what but you can be nicer to him by apologizing at the playground afterwards and I think he'll show u around the city instead of Anders if u do.

I believe Bernard is the only one with 4 so far. Not much changes besides him being more affectionate in dialogue and 4 hearts with him can unlock a 3way with Caleb.
