I'm pretty sure he is jevil from deltarune, strange glowing key, he is in a prison, he says the same thing he says in deltarune like the game, he repeats the last words, and you have to tire him to spare him! Maybe everyone knows this because is kinda obvious, but I wanted to say it anyways
