first things first, i love your game so much! second, these are just my recommendations, lol.

TOP PRIORITY

*save and load game states...

*some way to export the current game as a map or png.

*an inspect tool, just to see what the tile is is a must, positive and negative points being visible would be invaluable.

*no max zooming out!

-IDEAS

considered using hexagons instead of square tiles?

mountain, just another environment like the water or forest tile

change monument scoring, it just doesn't seem to give any extra points than the park, so the base -2 feels punishing.

town hall, i tile that could either define a city/town or have a heavier impact on the city/town names

instead of hold box, trash box. i almost feel that a way to trash tiles should almost be on the top priority list, but i can see the challenge in working with what you're given.

more buildings would always be fun. fisherman, forager, livestock tiles, inland market

editable names for cites/towns

world edit. creative is cool, but this has alot of potential for just building fantasy maps

the availability to switch between modes. for those who like the puzzle, but want to just be creative

I whole heartedly agree with a Trash Slot. Or at least a tweaking of how rare some tiles are. For example I always have so many monuments and mines, and almost never anywhere to put them. As i'm writing this, i'm looking at three mines I just can't put anywhere without a steep score hit. I'd love to be able to see more sawmills.

I'm currently working hard on the 0.9 update. Spoiler, mountains will be, like many other things.
