So I'm stuck on the "Royal Troubles" quest. Last I checked, I needed to head down to the sewers in the royal city slums and deal with Toreth. I can't go into the city since it's "on high alert," so I can't do much there. In addition, rubble blocks the path that leads to the other half of the sewer, so I'm stumped. I could easily be missing something that needs to be done, so any help would be much appreciated.
