When I first played the new version of the game, I noticed that they appeared.  Then they could have been attacked, but my squad was still too weak, and I decided to postpone it. Then they disappeared. By searching for information, I found out that it is necessary to reduce the influence of Ikaanos. they have appeared again, but now they are an influential faction in which you can only invest. How to make it so that they can be attacked again? There is not a word about them on the wiki.

UPD: I waited for the moment when they weakened, and attacked them (though I did not understand why this happened). Of course, it's a pity that the vacant building could not be used later, and Don Carozza did not have some very interesting and exclusive mistress, but at least I got a significant boost of money and influence.
