if you mean starting the election, see Horace in front of the tavern during the day and then ask Jørgen about his horse and wait 3 days, a scene should start around the village in daytime.
This is assuming you already did Frode's quest btw, the seeds he asks for when you meet him. (Also don't go ask stuff in other people's threads).
