Love the new update but i can't for the life of me seem to find where to find this person

i dont know if you met her yet but if you havent the only thing you need to do is:
1.go for walks until an event called "riots" starts (if you go for a walk a find people protesting thats it).
2. go to every place you can go while you are outside(dont know if necessary) then just wait for riots to end.
3.finally just go to shop where you buy food and there she is.
