downloaded and unpacked game fine no problems but when running it it resorts to a small window and even when put to full screen it just uses a fraction of the top corner. just would like to know how or where to fix this like is the resolution settings within a file or in the application itself?

Same problem on my end.

The current game engine isn't very good at scaling.  I've heard the dev is working on a transition to Unity which should do things properly.

press alt+enter

If you click the white part of the window at the top and press [F], it will fullscreen! It'll just be the normal game size on a black background, though. The game only comes in the small square atm.
