Hey Valtharr, there's no specific way, usually we just place them wherever it feels right before we roll to see who goes first, keeping buildings off the streets and cars on the street (the two statues usually go in any empty non street area we have left). you could also take turns placing buildings if you cant agree on a setup. PS: you definitely don't need to use all the terrain objects, do whatever seems fun for everyone.
