i found it, its by the trains in the nightmarket. if you stand on the thing above the train and jump as far to the left as possible from there you can wall jump up the wall and then parkor around a bit to find it. You have to have orca kick and dubble jump a bunch. then when you get up there you have to jump over some water and then boom. hope this helped :)
