Is one software many videogames?

So I was thinking about this, and if we come to the conclusion a videogame is a piece of software intended for play, then can one single piece of software be multiple games?

On the opposite end, can the same videogame be multiple independent pieces of software?

To go deeper in this conversation but not in an abstract game, I've made you this gift, which I'm not sure if it is one videogame, four videogames, or no videogame at all. Hope you enjoy it! https://ricoalbe.itch.io/dunlaoalotro

Thanks for engaging with this experiment 馃拰

I developed this software for the videogame you created:

I don't consider I've made a game. I just made a piece of software that enables play for the videogames you created. Without your fanzine this is barely a pong-resembling toy, with no scoring or win/lose conditions. The games will live in the mind of a human when they use your fanzine to play a videogame using the software I programed.
